It is possible after holidaying in Cannes you would consider buying a holiday home or even moving here permanently.  Many do and have done since Victorian times.
The sun shines 300 days each year.  You get rain in the winter but in sudden showers never in a constant drizzle.
Prices of property are higher than other places on the Cote d'Azur but considerably better than South East England, even with the low sterling rate at the moment.
Public transport and wine are cheaper - cigarettes and spirits even cheaper in Italy, a train ride away.
